Owner-Side Project Leadership and Infrastructure Planning

Yukon Construction Consulting helps owners plan, procure, and deliver complex projects with stronger control over scope, cost, schedule, risk, and decision-making.

YCC support is scalable. Some owners need experienced guidance for a critical decision. Others need active representation through design and construction. For more complex or fast-moving work, YCC can provide embedded owner-side leadership.

Owner-Side Project Leadership

YCC provides the level of owner-side support that fits the project’s complexity, schedule, internal capacity, and risk profile.

Tier 1: Owner Advisory
Strategic guidance for owners who need experienced input on early planning, scope, budget, risk, procurement, delivery strategy, or a major project decision.

Tier 2: Owner’s Representative
Active owner-side oversight during design and construction, including coordination, cost and schedule management, change control, progress tracking, and decision support.

Tier 3: Owner’s Delivery Lead
Embedded project leadership for complex, remote, accelerated, or high-stakes projects where the owner needs hands-on representation and day-to-day momentum.

Depending on the engagement, YCC support may include:

  • Owner requirements, scope, and project definition

  • Budget, estimate, schedule, and risk review

  • Project delivery method and procurement strategy

  • Design and contractor coordination

  • Change management and pay application review

  • Meeting leadership, decision tracking, and executive reporting

  • Construction oversight, closeout, and turnover support

YCC helps owners determine the right level of involvement for the project rather than forcing every project into the same service model.

Fuel System Assessment, Monitoring, and Compliance Planning

Fuel infrastructure is essential community infrastructure. It supports home heating, transportation, subsistence, equipment, community services, and local economic activity.

YCC helps village corporations and rural owners understand the condition, risks, compliance status, and long-term needs of their fuel systems before small issues become expensive problems.

Fuel System Desktop Review
An initial owner-side review of available records, known concerns, inspection history, and potential next steps. This option helps leadership identify information gaps, understand initial risk areas, and determine whether a field assessment or specialist review is warranted.

Fuel System Assessment, Monitoring, and Compliance Plan
A more complete roadmap for system condition, compliance readiness, capital planning, monitoring, budgeting, and implementation. YCC coordinates the owner-side process and works with qualified technical specialists as needed to organize findings into clear board-level decisions.

The full plan may include asset inventory, tank and piping review, cathodic protection support, secondary containment review, SPCC documentation review, repair priorities, one-year, five-year, and ten-year capital planning, ROM budgets, procurement recommendations, and an ongoing monitoring framework.

Specialized Project Support by Request

YCC also provides focused support for specific decisions, project phases, and problem areas.

These engagements are well suited for owners who need an experienced second opinion, a defined work product, temporary project support, or help before making a major commitment.

Examples include:

  • Change order and claim review

  • Contract review and owner-side recommendations

  • Owner requirements and project definition

  • Project readiness reviews

  • Estimate and schedule review

  • Constructability and logistics review

  • RFQ and RFP development

  • Procurement strategy and proposal evaluation support

  • Project delivery method recommendations

  • Temporary project management support

  • Board and executive decision support

  • Independent owner-side second opinions
